Shouldn't NASA be privatized?

In a way, they are. The president has directed NASA to cancel the shuttle program (the last flight is this month) and use private contractors to send people to orbit after that. Space Exploration Technologies has already had one successful test flight of their Dragon space craft, they already have a contract for 12 cargo flights to the space starion, and they are actively seeking a contract to send astronauts to and from the space station. SpaceX is a new company started in 2002 that has spent a total of "only" $800 million to build the company from nothing to over 1,000 employees, built 3 launch pads in Florida, California, and a Pacific island, built a factory able to support 12 launches a year, designed built and flown two all new rocket designs, designed, built, and flown an all new space craft capable of carrying 7 astronauts, and made a profit every year since 2007. In comparison NASA spends more than $800 million on one shuttle launch.
