Who is the higher authority to complain about the licensing department of my local council?

I have a food stall and my family has had problems with the council in the past. Now I am trying to take over instead of using a peddlers license I have applied to the council for a pitch, however they haven't been taking me seriously and have been allocating me in the most ridiculous pitch in town, which is by a main road in the emptiest part of town. They ignore my questions in emails and do not inform me of where other pitches and if other pitches are going to become available. Basically they are not discussing any of these matters with me. I defiantly feel that this is because of the problems my family have had with the council over the food stall in the past. Whenever matters have gone to court they have always backed each other with false statements and evidence which inconveniently went missing. Who is the higher authority over the council where I can make a complaint? any help would be much appreciated.
