How many of the 40000 who got tickets for Mens 100m final OUTSIDE the ballot will actually pay for their seats?

Over a million people applied to see the Men's 100m final and only 40,000 of the 80,000 capacity were actually allocated in the ballot. Does that mean that the other 40,000 Freeloaders?!?
