Why couldn't citizens of New Orleans handle their disaster like other people in other places?

There was similar or even worse devistation recently in Australia, Tennessee, Iowa, and Mississippi. Citizens in these places worked together and helped each other without waiting for the government to take care of everything. It really appeared to be third world with the looters firing at rescuers, etc. What was up with that place? Why is it so screwed up?
